针对空间与重大灾害国际宪章(CHARTER)的宗旨和运行机制设计开发了减灾(主要为地球)调度系统。首先介绍了CHARTER机制的意义和工作流程,分析了当前减灾调度所面临的问题,在此基础上给出了系统的总体设计和各子模块的功能,重点阐述了时间窗口计算模块,提出区域目标的动态分解算法。借助基于规则的动态启发式算法生成任务规划方案,提出三项指标对方案进行评价。 更多还原
